I think Indian government cannot control the Tibetans in New Delhi because Tibetans are receiving supports from almost every country. India has refused China's offer to provide security in New Delhi on that day. Let see what happens.

It is a pretty confusing situation for the Tibetans as well. On one hand India is the country which has given scores of Tibetans refuge and on the other, pushing this fact aside, they would have to stage a protest in Delhi. I wont be surprised if a few of them get beaten up whilst uprising against the torch being carried through Delhi which would defame the Indian government all the more pertaining to its stance on the entire affair.
